IQP Inspections and Building WoF: What Auckland Owners Should Consider

For building owners and facilities managers, keeping a Building Warrant of Fitness up to date is an important part of managing a commercial building. Understanding what is required, when inspections are due, and how your specified systems fit into the process can make it easier to stay on top of your compliance requirements.

What an IQP Is and Why Your Building Needs One 

An Independently Qualified Person, or IQP, is someone approved by your local council to inspect specific building systems and confirm they're being properly maintained. An Independent Qualified Person (IQP) is a person or firm approved by the relevant territorial authority to inspect specified systems and ensure the required maintenance is carried out. The "independent" requirement means the IQP has no financial interest in the building.  

If your building has a compliance schedule, an IQP needs to inspect each listed system and complete the required documentation. A current Form 12A for each specified system is then used as part of the process for issuing your annual Building Warrant of Fitness (Form 12). An IQP inspection typically involves: 

  • Checking that the system is performing as required  

  • Confirming that maintenance and inspection procedures have been followed  

  • Reviewing records against the requirements of the compliance schedule  

  • Identifying any maintenance or repairs that may be required  

  • Completing the Form 12A for the specified system  

How HVAC Fits Into Your Building Warrant of Fitness 

HVAC plays an important role in both the comfort and operation of many commercial buildings, as well as their compliance requirements. Mechanical ventilation and air conditioning can form part of a building's specified systems and may therefore need to be inspected and maintained as part of your compliance schedule such as your fire alarms, emergency lighting and sprinklers. 

For an HVAC system to meet its requirements, it's important that it is operating as intended and that the required maintenance and inspection records are kept up to date. This can include checking ventilation, extraction, air conditioning equipment, controls and other components, depending on the system and the requirements of your compliance schedule. 

SS5 and SS9 Explained in Plain Language 

Compliance schedules use a set of specified system codes, and two of them sit closest to what we do at Eden Air.  

  • SS9, mechanical ventilation or air conditioning systems: This covers systems such as mechanical ventilation, air conditioning and certain extraction systems. An SS9 inspection can involve checking equipment such as fans, dampers, filters and controls, as well as reviewing the required maintenance and inspection records.  

  • SS5, escape route pressurisation systems: These systems help maintain positive air pressure in escape routes such as stairwells during a fire, helping to limit the movement of smoke into these areas.  

Together, these two systems cover much of what keeps a building both comfortable to work in and safe to leave in an emergency, which is why we treat them as one connected conversation rather than two separate line items. This ensures the relevant systems are maintained and ready for inspection. 

What Happens When a Specified System Doesn't Pass Inspection? 

If an inspection turns up an issue, it simply means there's a clear next step to work through. The Building Act treats a lapsed or invalid warrant seriously, with fines available up to $20,000, and Auckland Council carries out its own BWoF audits on a schedule based on building risk. Knowing this early gives you time to act well before it becomes a deadline. How to Plan Ahead for Your BWoF Renewal 

Planning your HVAC maintenance around your BWoF renewal date gives you time to arrange inspections and address any work that may be required. 

A few simple steps can help: 

  • Check your compliance schedule and renewal date in advance  

  • Arrange required HVAC inspections with plenty of time before your BWoF is due  

  • Keep maintenance and inspection records up to date throughout the year  

  • Work with your IQP and HVAC provider to understand what is required  

  • Allow time for any repairs or remedial work if needed
